DMPad HiHat Sensor

I took apart my DMPad HiHat to see what was inside. I noticed that the piezo sensor was mounted with a thin foam adhesive. As you can see in the photo, the foam is only under half of the sensor. The other half is in midair. Is this correct? I would think the whole sensor would need to be making contact with the cymbal. I am having issues with the hi hat being really quiet when closed and way louder when open.
